Project Overview
The City of Littleton is developing a plan to guide the future of Littleton Boulevard, an important corridor that serves as a gateway into Downtown Littleton and a key connector for residents and visitors.
Through Blueprint Boulevard, the project team is working with the community to:
- Create a shared vision and recommendations that celebrate and strengthen the corridor’s historic character and identity;
- Support local businesses;
- Improve multimodal safety, comfort, and accessibility;
- Enhance ecological sustainability and resiliency;
- Create welcoming spaces for people to live, work, and visit.
This initial survey is intended to help us better understand your experience along Littleton Boulevard today. We want to learn what you value most about the corridor and where you see opportunities for improvement. Your feedback will help shape the direction of the plan as it moves forward.

The City of Littleton is developing a plan to guide the future of Littleton Boulevard, an important corridor that serves as a gateway into Downtown Littleton and a key connector for residents and visitors.

How should Littleton Boulevard evolve? That's the core question of the Blueprint Boulevard plan, and the community has been responding with thoughtful input.
Littleton Boulevard is an important corridor that serves as a gateway into Downtown Littleton and a key connector for residents and visitors. It’s also a corridor with lots of potential and opportunities, and resident input is essential to ensuring it serves community needs in the decades ahead.
More than 75 people attended an April 9 open house, and the online survey received 461 responses — giving residents and city leaders an opportunity to plan the future together.
How should Littleton Boulevard evolve? That's the core question of the Blueprint Boulevard plan, and the community has been responding with thoughtful input.
Littleton Boulevard is an important corridor that serves as a gateway into Downtown Littleton and a key connector for residents and visitors. It’s also a corridor with lots of potential and opportunities, and resident input is essential to ensuring it serves community needs in the decades ahead.
More than 75 people attended an April 9 open house, and the online survey received 461 responses — giving residents and city leaders an opportunity to plan the future together.
Here’s what city planners heard:
- Safety and walkability are the top priority. People want a less car-dominated corridor with better sidewalks, safer crossings, and lower traffic speeds. There's strong support for multimodal design that accommodates people walking, biking, and rolling — not just driving through.
- The corridor should be a destination, not just a route. Today, Littleton Boulevard is perceived more as a transportation corridor than a commercial hub. Residents want it to function more as a place for people to gather, shop, and linger — and they see walkability, comfort, and activity as essential to supporting local businesses.
- More housing is welcome — if done thoughtfully. Respondents broadly support more housing, but they're clear that intensification belongs on the corridor, not in adjacent neighborhoods. Density should come with appropriate transitions that respect and protect surrounding residential areas.
- Character matters. People want improvement, not erasure or generic redevelopment.
- Littleton Boulevard is valued for its identity — and planning for the corridor needs to support existing character while creating room for thoughtful growth.
- The public realm drives economic vitality. Residents see a direct connection between streetscape improvements — trees, sidewalks, comfortable public spaces — and the success of corridor businesses.
What comes next
The city and consultant team are now analyzing this input and developing recommendations that respond to what residents said they value most. This is planning ahead in action — taking time to understand community priorities before making decisions, working with private land owners to guide decisions that will shape the corridor for decades to come.

It will focus on enhanced safety and accessibility for all users and evolve land use and design strategies to support future economic vitality, while acknowledging the corridor’s unique mid-century modern architectural heritage.
The plan will be developed over the next year and a half, with a final version anticipated for presentation at the end of 2027. Throughout the process, the project team will work closely with the public and stakeholders to ensure the outcomes reflect community needs.
Phase 1 will launch this spring and will focus on identifying assets and issues, and exploring what makes Littleton Boulevard unique. Community members can expect questions like “What do you love about Littleton Boulevard?” “What is working?” “What is not?”

City staff presented an overview of the scope of the project to the Historic Preservation Commission (HPC) April 15, focusing on the historic preservation and multimodal connectivity aspects of the project.
Littleton Boulevard has been nicknamed the “Mid-Mod Mile” because of its collection of mid-century modern commercial and residential architecture. Under the plan, any development along the street would be mindful of the area’s historical significance, and efforts would be made to preserve and promote the existing architecture.
Members of the HPC hope to educate more people about the “Mid-Mod Mile.” They were especially excited about the prospect of improving the streetscape to be more friendly to bicyclists and pedestrians. Members said if more people could take their time biking and walking down Littleton Boulevard rather than driving, they would have more opportunities to appreciate the street’s unique architecture.
The plan comes from the city’s new Comprehensive Economic Development Strategy, which was adopted by city council in March. A key theme of the strategy is focusing on enhancing and maintaining community character, and while there were many recommendations included in the strategy, city council at its 2024 retreat decided to prioritize a subarea plan for the Littleton Boulevard corridor.
The project is anticipated to be a two-to-three-year initiative, with plan completion set for the second quarter of 2025. The budget for the plan may be appropriated when the contract is awarded following the Request for Proposal.
