Main Street is Moving from Vision to Design

The City of Littleton is advancing the first phase of Project Downtown: improvements to Main Street that will reinvest in aging infrastructure and public spaces while reinforcing Downtown Littleton’s distinctive character and sense of place.

The Main Street Improvements project will address deferred maintenance, restore trees and landscaping, and enhance safety, walkability, accessibility for pedestrians, and the overall experience for residents, visitors, and businesses. The project is now entering preliminary design, where the community-driven vision established through Project Downtown will be refined into an implementable plan.

What is Happening Now?

With financing secured and the project delivery team in place, Main Street is moving into preliminary design. Current work includes:

  • Engaging the community and Downtown stakeholders to refine the vision and inform key decisions
    • Developing a Parking and Curbside Management Strategy for downtown and Littleton Boulevard to understand parking, loading, access, and other curbside needs (see below for more information)
  • Advancing preliminary design for Main Street streetscape and infrastructure improvements
  • Validating project costs and constructibility as the design advances
    • Evaluating construction phasing strategies to minimize impacts and maintain access to Downtown businesses

Background: Project Downtown to Main Street

The Main Street Improvements are the first major project to move forward from the Project Downtown Concept Plan, adopted unanimously by the Littleton City Council in November 2024. Developed through several years of technical analysis and community engagement, Project Downtown established a long-term vision for improving mobility, infrastructure, and public spaces throughout Downtown Littleton.

Since then, the city has been laying the groundwork to deliver the community’s vision for Main Street. This work has included evaluating economic impacts, developing a long-term funding strategy, assembling an integrated project delivery team, and securing funding for implementation.

In 2026, the city has secured $32.6 million in funding for the Main Street improvements. With funding and the project team now in place, Main Street is advancing into preliminary design.

A multi-year process is bringing the community’s vision for Main Street from planning to reality!

Main Street was identified as the plan’s highest-priority major project, with a vision for new trees and amenity areas, gathering spaces, raised planters, specialty paving, event-closure infrastructure, and gateways at the east and west ends of the street.

Conceptual rendering of Main Street from Project Downtown

The Project Downtown vision includes four other major projects along Prince Street, Alamo Avenue, Nevada Street, and Little’s Creek Trail, as well as minor projects throughout the study area. Check out the StoryMap for more information about these concepts.

How Can I Get Involved?

Project Main Street is moving into Preliminary Design. This phase will build on the vision for Main Street from Project Downtown to determine how to best implement the adopted concept while addressing aging infrastructure, accessibility, safety, parking and curbside needs, construction cost, constructability, and long-term operations and maintenance. As the design advances, the city is seeking community input on the outcomes that matter most to you including:

  • Pedestrian circulation and comfort
  • Business and street activation
  • Trees and landscape
  • Event flexibility
  • Downtown Littleton’s identity and character

This feedback will be considered alongside City Council direction, technical analysis, infrastructure requirements, cost, and constructability as the project team develops preliminary design scenarios.

The project will address deferred maintenance, restore trees and green infrastructure, and improve safety, walkability, accessibility, and the overall experience for residents, visitors, and businesses.

City council approved a plan to issue up to $30 million in Certificates of Participation (COPs) to fund Project Downtown improvements. Certificates of Participation are a financing tool that allows cities to fund major capital projects. Investors purchase certificates and receive regular repayment from the city, subject to annual appropriation by city council. The source of repayment for the COPs is generally available revenues of the city.

This isn’t Littleton’s first time using COPs. In 1999, the city issued $3.4 million in certificates to renovate the Littleton Municipal Courthouse, a historic building dedicated in 1908 that had sat vacant for over a decade. The courthouse was successfully renovated and re-dedicated in 2000. Since then, Littleton has also used COPs to fund renovations to the Littleton Museum, a fleet building, and the construction of a fire station. Littleton’s approach to debt — using it strategically for major projects and paying it off — has kept the city’s overall debt minimal while funding essential improvements.

When Littleton went to market with the COPs offering in July 2026, investors responded enthusiastically. The $30 million offering attracted orders from major institutional investors including PIMCO, Vanguard, Goldman Sachs, and Northern Trust. This strong demand reflected investor confidence in Littleton’s financial health.

For the first time seeking a credit rating in over 20 years, Littleton received an AA+ issuer rating with an AA rating for the COPs from S&P Global — the firm’s second-highest rating. This is a strong endorsement of the city’s financial strength, reserves, and management.

The pricing was favorable: investors paid $32.8 million for $30 million of certificates. These additional proceeds create more funds available for the project.

To move the project from concept to construction, the city has assembled an integrated project delivery team that brings design, construction, project management, and cost-estimating expertise into the planning process from the start. This approach identifies risks early, improves cost certainty, and supports informed decision-making before construction begins.

The project team will now advance preliminary design, evaluate parking and curbside strategies, validate costs and constructability, and support stakeholder engagement. This initial design phase is critical to balancing long-term improvements with the dayto-day needs of Downtown Littleton.

This project reflects Littleton’s commitment to supporting a dynamic downtown while recognizing the complexity of delivering improvements in an active business district. The phased approach, combined with a project delivery team specifically assembled to manage risk, will help ensure that when construction begins, it is practical, wellplanned, and aligned with downtown’s needs.

    • Alamo Avenue – amenity zones similar to those on Main and Prince streets and intersection upgrades for safer crossings.
    • Nevada Street – transformed into a "shared" street between cars, cyclists, and pedestrians, with vehicular speeds reduced significantly.
    • Little’s Creek Trail – gathering spaces, public art, opportunities to interact with the creek, and other landscape features.

The plan also calls for several minor projects to be completed alongside the major priorities, including curb ramp replacements, new sidewalks, protected bike lanes, and re-configured intersections.

These investments will enhance the mobility and streetscapes for a more vibrant, connected, and inclusive downtown that celebrates and enriches the historic character of the neighborhood.

The next step in the project, the Phase I design, is anticipated to continue the development of the Main Street part of the concept, including an economic impact analysis and parking management study.
